Hi,
I believe the term of art you need to search on for info is "captive
portal":

Our school library has just installed a wireless router to provide our
high school students free WEB access on their personal laptops while in
the library. (Our library also has several hard-wired PACs for patron
use.) The router is connected to the school's LAN. Is there a way to
create a splash screen (stating use policy, etc.) that automatically
pops up when students open the browser on their laptops?
Thanks.
