Sorry about that digression. I was responding to
a message cross-posted to publib.
Here is a website that you can use to calculate what the cost of
living would be for a website creator in Danbury
Connecticut making $50,000 per year and compare
that to other locations. It uses ASP technology
and includes database binding that appears to
be coming off of a SQL server.

That along with any cost of regressive taxes could
be used to calculate the perceived values of the
library webmaster services. Perhaps it would be
useful for someone to do a comparison of incomes
for library webmasters and recreate it on a
library sponsored website.

I think this fee would be considered an example of a regressive
tax. City and Town government usually have to go through quite
a few hoops to raise revenues through property taxes. Charging
and increasing fees for various 'services' is generally a much easier way
to raise revenue.
I have seen rates for parking a local beaches go up so much
over the years, that basically even though there is public
access, much of the public really cannot afford it.

More likely they'll have to go buy their own darn mouse if they want
one.
The later post about the fee to take civil service exam seems
particularly stupid. If you were unemployed, maybe even homeless due
to the unemployment, how in the world would you be able to pay the
fee? Maybe they'd just rather pay for all of the other social ills
caused by some poor person not being able to apply for and obtain a
job.
