[Web4lib] name based virtual hosting and ip addresses

It's dependent on the server software, Apache, the most widely used
often has a method of accessing user folders with web documents using
the following syntax:
http://xxx.xxx.xxx.xxx/~username
where xxx.xxx.xxx.xxx would be the IP, and username is often your ftp
login (preceded by a tilde). This is not however turned on in a default
installation, but it it's easy to set up, and many servers do this. It's
possible that you can access the system in this manner.
If it's IIS, or some other software, I'm not as familiar with things,
but I would not be surprised if there's a similar method involved.
