[Web4lib] Question 16b on ARL Supplemental Statistics

If you think that one's bad, try figuring out how to count e-journals the
ARL way. a) it's hard to do and b) the results don't say much about what
your users can get to. What's the meaning of a subscription in the world of
aggregations and open access?
