I'll second Truecrypt.  It's not entirely administrator-free, though. 
While you can install it on the USB to make it accessible from any PC, if 
that PC blocks the executable from running, you'll be unable to mount the 
drive.  Or at least that's my experience (and I'd love to be proven 
wrong!!).  Otherwise it's simple, light, and easy to use.

Can anyone recommend software to password protect or encrypt a USB thumb
drive?
I need something that's free, very easy to install and configure, will
work on Windows PCs or laptops without administrator rights. I'm most
interested in what people are actually using themselves. Thanks in
