For diagrams, you might try a the trial version of Smartdraw, which is
probably worth buying, in my opinion.

For absolutely free you could try Inkscape, which is an Open Source
vector based drawing tool.

If you want to work with bitmaps, there's always GIMP, which has a
similar feel to Photoshop. It is also Open Source.

Of course pen and paper, plus a scanner or photocopy machine works as
well as anything for wireframes. Since you're just prototyping, it
doesn't need to be pretty. In fact, the less detail you put into the
wireframe, the better since your focus should be on functionality.
Details should come later in the process when you are hammering out
design concepts and branding.

I'm having some trouble finding a free online tool or software to help
me
create a basic web wireframe.  I'm familiar with the pay software
options
(visio, axure.), but I'm hoping to find a trimmed down free version.

Any suggestions?
