Could someone please tell me the name(s) of the best web  authoring  software 
for an individual who is just beginning to develop   webpages?  


If you’re really interested in learning  HTML/CSS I highly recommend 
initially working with a nice text editor like  editpad lite:

Or  the Crimson Editor:
_http://www.crimsoneditor.com/_ (http://www.crimsoneditor.com/)  
I  prefer Editpad lite, but it's free only for a non-commercial purposes, 
unlike  the Crimson editor which allows for commercial use. 

Dreamweaver,  is a great tool, but I also know a lot of people who end up 
using it as a crutch  and never really grasp a lot of the fundamentals of HTML.

Another  fantastic tool that can help you a lot is the firefox web developer  
extension:

(https://addons.mozilla.org/en-US/firefox/addon/60) 
which  is especially helpful for learning CSS and seeing the effects of edits 
on pages  immediately, but it also has many other very helpful  features.
