It's not widely supported, but there are some css2 page breaks  controls (see the specs at http://www.w3.org/TR/CSS21/page.html#page-breaks).  You want something like page-break-inside:avoid.

Of course, like I said, I'm not sure what browsers implement this.  (Probably safe to bet neither IE 6 or IE 7, Firefox is questionable, just maybe Opera).  I haven't experimented much, but this could at least help some of the people with this issue.

Ideally the browser should have the brains to avoid doing this at all possible. Of course, I'm amazed at how bad browser printing has been for so long.
