[Web4lib] OCLC's webscript and Win 2003

I am trying to migrate our current webscript implementation from its home on a rapidly aging Solaris machine (http://www.finditillinois.org/OCLC/) to a Windows 2003 Enterprise server running IIS 6. I am having a terrible time implementing this properly: http://bull.mls.lib.il.us/cgi-bin/oclc/Webscript.exe?groupcatalog.scr&db=IllinoisCatalog&screen=basic&done=referer. I pulled a new binary from OCLC (their "Windows/DOS" version) of 2.0.

Pardon my naivete, but has anyone on the list done this successfully before? I must be missing something because I cannot get this to work.
