WordPress is the way to go: it's free and open source. But, I agree with
Bill Drew, that blogs are inherently chronological, and I don't believe
there are any blogging platforms that run out-of-the-box and would support
the option of displaying your entries first by category and then by date.
Even a crossover, open source content management system such as Drupal is
inherently chronological. Since WordPress is open source, you could attempt
to modify the PHP to do this. WordPress is fairly well documented and
there's a good community of practice through the WordPress Codex.

Another method by which you could achieve a category-centric display would
be to use wiki software such as MediaWiki (the Wikipedia software). Many
libraries have chosen this. The current version is relatively easy to set up
(I have a test version running on my personal site). You can turn off user
registration and all anonymous input as well.
