Yeah, this should be a concern!  It's hard to imagine IM not being a
routine part of the work setting.  IM is how quite a number of people
communicate for everything from the trivial to the essential.  It's a
whole lot better if the IT people solve their security issues AND come
up with solutions to make IM available.

You might as well forbid email.  It's really at that level.
