As a potential alternative to Drupal, Mark, you might want to investigate
TikiWiki (http://tikiwiki.org). It's an extremely strong (feature-rich) CMS
and has a separate sophisticated workflow engine called Galaxia
(http://tikiwiki.org/tiki-index.php?page=GalaxiaConcepts). Notice that the
example of a workflow process involves a typical library activity! The
system documentation is quite good (http://doc.tikiwiki.org/tiki-index.php
and the main TikiWiki site). There's a TikiWiki site set up for use in
educational settings (http://edu.tikiwiki.org/tiki-index.php).
I have no idea how well TikiWiki would scale. It runs under MySQL or
PostgreSQL out of the box, and I think can be adapated to run through other
SQL databases.
There should be some TikiWiki people at the free OSCMS Summit in Vancouver,
BC, February 7 to 9, 2006. At least one of the international community of
developers, Marc Laporte, is Canadian
(http://www.marclaporte.com/tiki-index.php).
Googling for tikiwiki site:edu will reveal some interesting installations
and reviews of its capabilities.
