[Web4lib] Public library blogs used as a promotional tool

We host a few blogs for public libraries. Some are internal only, and others 
are publicly accessible.
I think they're all used for updates and announcements.

It's really the ease of use that makes the blog software perfect for thing 
kind of thing.
