[Web4lib] Wishful Thinking?

Hello - 

Does anyone know of a utility that would allow people to insert a purl
into a text box, and the output would be an html page with a redirect to
that purl?  Ideally, the html page would be delivered to a designated
folder, and both the patron and support staff would be sent an email
with details, e.g., Jack Black you entered
"http://greatpublisherwithpurl..." which will generate an html page
called "HIST200". (And whatever free text we would like to add).  The
items in quotes would be generated from the form entries.
