According to its founder, this is a "concept site" to test the idea. See

Nothing the matter with that, but unlike the ISBN, ISSN, eISSN etc. it is
not at this time backed by any of the standards organizations.
Interestingly though, there is a very similar ISO concept for serial
publications just now coming to fruition, the MNI or "Medium Neutral ISSN".
