[Web4lib] Configuing IE in kiosk mode in Group Policy

If anyone has Group Policy set up and working which starts IE in kiosk
mode, could you contact me off list, as I haven't been able to make this
work.
I've already tried setting up a new OU; disabled machine policies;
configured only the User policy of Custom User Interface to be iexplore
-k "local URL in double quotes". Then I added a new domain user and
assigned them to the OU.
Logging in as the new user doesn't start IE in kiosk mode. They get a
desktop.
Everything I've read online says this configuration should work, however
I haven't been able to make it function on either Windows 2000 or
Windows XP clients with the appropriate adm files in the governing OU.
