[Web4lib] Internet Explorer Will Not Open Pages In New Window

On our new public workstations, we cannot get Internet Explorer to open in more than one window. Thus if we try to open a second instance of Internet Explorer it opens in the same window, or if we choose "Open Page In new Window", it still opens in ths same window. In Internet Options, we have unchecked "Reuse Windows When Launching Shortcuts." Has anyone ever encountered this problem?
