[Web4lib] What's wrong with this picture?

I used to work in a large government department in New Zealand and we got a 
'web design company' to redesign our intranet.

They came up with - among other things - yellow text on a bright orange 
background. This is for something people would be looking at all day.

The only bit of the design we wound up keeping was a small bar across the page 
- and that wound up being about a $100 per pixel :-)
