[Web4lib] {pr02} OSS modules for SIP Authentication

Don,
Is there a reason why you decided to use SIP rather than NCIP? The former
is an old industry standard developed by 3M, while NCIP is a newer
XML-based NISO standard that has an expanded set of protocols.
