[Web4lib] IMG and height element; unencoded ampersands

In HTML 4.01 web pages, does using the correct grammar for the height
element for img break in older browsers? (e.g. "height: 125px;" versus
"height=125")  

Also, and apologies in advance because I know this has come up on Web4Lib
but the web4lib search engine isn't working yet (and no fault of our
Fearless Leader, who is maxed out) ...aside from "well, they don't
validate," under which circumstances will unencoded ampersands in URLs
create problems (older browsers, text readers...)?
