[Web4lib] Set to Digest, but still getting lots!

I've turned the Digest option "On", but I'm still getting several
'issues' of Web4Lib mail sent to me as separate pieces of daily mail.
Each 'issue' has from 1 to 6 or 7 topics. How can get it all as one
daily mailing, like it was before?
