This is the line in the prefs.js file in the users profile directory that 
controls where the default save directory is saved.  I am not sure if 
this can be set to lock_pref or not.  You can always lock it by write-
protecting the prefs file anyway.

user_pref("browser.download_directory", "C:\\temp\\");
