Agreed.  I've even seriously considered outsourcing the two library 
websites that I manage to a third party hosting solution just to be free 
from a sometimes onerous yoke.  My director is supportive of this.  
There is, shall we say, a lot of "creative tension" when it comes to how 
the library's webspace and web applications development fit (or don't 
fit) into the larger campus IT/web framework.  Don't even get me started 
on the library vis-a-vis the university's extremely expensive commercial 
CMS/portal solution!  :-)

I used to think this dynamic between the library IT stuff and the 
university IT department was a local thing, but having listened in on 
others' experiences via this and some other discussion lists, as well as 
blogs, I think it is fairly routine.  That's unfortunate.
