I had good luck last year using MarcEdit
(http://oregonstate.edu/~reeset/marcedit/html/index.html), which is free
software from Oregon State University. It has a lot of features including
MARC to MARCXML. I have only used it interactively, but it has WSH scripting
built in so you could drive it from Python (or something else) for automated
processing.
