tried that. didn't work. on 'save' it turned 'em back into &s.

Pardon me if my scan of this thread overlooked this suggestion, but have
you tried using the ISO Latin-1 equivalent (&) instead?  

The HTML character entity, &, should render in browsers the same as
its ISO Latin-1 equivalent, &.
