[Web4lib] Philosophy of Library web sites?

We here at the University Libraries of Notre Dame wrote such a
"article", here:

While it does not answer the specific question regarding marketing
and 24/7 services, it does outline who is our audience, what is the
purpose of the site, and what will the site contain. In other words,
addresses the three issues of information architecture a la Lou
Rosenfeld -- users, context, and content. It also alludes to the how
we will create the site and who will do the work.
