For a MS-SQL Server .NET solution, try Community Server at
www.communityserver.org
Community Server platform includes: a discussion system, blogging
system, photo gallery system, user profile management, advanced
permissions system, extensible theme engine, and much more.

Though not a solution, but if you are thinking of including RSS/Atom
in pages or thinking of building your own web aggregator then you
might look at Magpie RSS. It's really just a parser, nothing more, but
I've found it useful in many projects.
