It turns out Beatrice was probably right.  I just got this back from the
Registrar's Office:

It's probably a mistake.  I've had success using my full version of 
Acrobat to change security settings, but it didn't work with this one ( 
not sure if it makes a difference, bu I only have 5.0 here).  It might 
be easier to just call (gasp) someone at Central to see if they'll send 
you an "unprotected" pdf.
