[Web4lib] Interesting copyright argument

Jennifer Heise raises an interesting point about Turnitin.  Although one
might well wonder if fair use is really in play, based upon:

"... the use does not 'materially impair the marketability of the work
which is copied."

The marketability of reports by paper mills would be significantly
impaired by the digitization, digital fingerprinting, etc.  Granted
paper mills are, at best, a gray area in commerce.
