Perhaps it is time to revise this policy? It's pretty absurd that people 
can't post the occasional article so that people can talk about it. That 
is covered by even the most conservative interpretation of fair use.

I'm really disturbed that the primary list used by library workers to 
discuss web issues adheres to such a backward, non-open take on 
intellectual discussion.
