Tagging in A&I Databases?

Colleagues/

Before I post a summary of responses (and discoveries) I've received/made about Social Bookmarking/Tagging, 

I would be most interested in learning if there are current abstracts and/or indexes that have a tagging functionality  (or are considering) one.

BTW: In response to a previous posting, I learned that "tagging has been considered as a feature for future development for the 
Engineering Village 2 [ http://www.engineeringvillage2.org/ ] platform."  EiVillage 2 includes Compendex 
[ http://www.ei.org/compendex.html ],  "The Definitive Bibliographic Database for Engineering Literature."
