[Web4lib] indexing newspapers

I have used CINDEX before for indexing newspapers.  It is not free but
it was certainly worth the amount paid to purchase it ($325.00 back in
1996).  We used Sears Subject Headings and had two librarians initially
working on it and then once we had a handle on the procedure we utilized
staff/student help.  We had a staff/student working on the indexing
project for roughly 10 hours a week.

We are looking for a free software that we could use to index our local
newspapers retrospectively - We have some 10 or so titles. Has anyone
done this sort of work before? What does it take in terms of personnel?
