At Project Euclid <http://projecteuclid.org>, which also has a
cross-journal search feature
<http://projecteuclid.org/Dienst/UI/2.0/Euclid_Search>, Annals of
Mathematics <http://projecteuclid.org/annm> is the only current Open
Access journal.  Probability Surveys, slated to debut late this year,
will be the second Open Access title at Project Euclid.

Gerry McKiernan published a fairly extensive review of Project Euclid in
The Charleston Observer recently.

With the growth of services like the DOAJ article search facility, NEC's
CiteSeer, and other proposed and in development attempts to harvest,
index, and link scholarly output from the web, I see a need for
institutional repositories, eprint archives, and independent/small press
online journal publishers to move quickly to improved article metadata
so as not to be totally eclipsed by the DOI-based CrossRef Search
initiative.
