There are various emulator programs you can load on a PC to run Palm OS 
or Pocket PC applications.  See for example 
<http://www.palmos.com/dev/tools/simulator/>.

In my experience, there is much more variation in PDA web browsers than 
there currently is in desktop browsers.  The Netfront browser that comes 
with a Sony Clie, for example, has a pretty sophisticated little control 
that lets you toggle among several viewing modes to get the best fit on 
a 320x320 pixel screen.  PDA screen resolutions also vary more widely 
than desktops these days (on a percentage basis), so you can't look at 
any one screen and say "That's how it looks on a PDA."
