The State of Rhode Island also uses PHP Live! for live chat reference ("Instant Answers") via the state's portal, RI.gov.  As with Utah, the technical side is managed by the state's portal provider, New England Interactive, a subsidiary of NIC.

As Ray said, it provides most of the functionality we need and requires little staff training.  We haven't encountered any technical problems yet, and have been running the service since April.  The service is staffed by the reference team at Providence Public Library 10-5 during the week.
