The Internet that we all use on a day to day basis is a proper noun and
should be referred to as "Internet." However there are other
"internets" such as "Internet2", so there are special cases when the
word internet can be lower cased. In this rare case, the word
"internets", a noun, refers to a collection of internets and is lowercased.
As for the "web", I think the similar rule applies. The "Web" is a
proper noun, but a "web page" is just a noun.
These are the rules that I have followed for years, but don't quote me
on this :)
