These include the fact that it's a made-up tag with no standards support, 
and that only one browser ever supported it.  :-)

Non-NS4 use of the term "layers" is pretty unfortunate.  I'm not a 
Dreamweaver user, but typically the term is used for DIVs with CSS positioning.
