Stupid ISP trick?

I'm trying to track down the source of a problem affecting some of our 
remote authentication users.  It may be due to unexpected behavior at an 
ISP's firewall or proxy.

Has anyone ever heard of an ISP that converted outgoing POST requests into 
GET requests?  (And what earthly reason, aside from gross incompetence, 
could there be for that?)
