For that matter, you can put up a simple, correctly tagged HTML file 
created in a text editor with minimal training, include a link to an good 
stylesheet, and it will look great.  You can distribute a simple template 
with site-wide links and navigation, and Joe Novice can create pages that 
mesh with your site's look and feel.
