Fortres and shortcuts on the desktop

Hi, I am a new Fortres user trying to lock the desktop on XP machines.  Is there an easy way to prevent shortcuts from being saved to the desktop using Fortres?  I have set Fortres to "read only" on each users individual desktop (ie documents & settings > student > desktop) and to the desktop folder of all users in "file system".  Still, shortcuts are being saved.  Any suggestions?  Thanks! linda
