What software package do you use to create your pages?  If you use
Dreamweaver it allows you to create templates where you can make a change in
one part and have the change migrate to all of the pages based on the
template.  I use it for the footer and the header on our library webpages
and on my personal webpages.  It works very well.  I would stay away from
frames if you can.  You can do server side includes but that requires more
processing on the part of your server.  It is not technically scripting.
Check with your server administrator and see if it is allowed.
