Caltech Library System's homegrown Online Journal Database (OJDB) has 6,000
active titles.  The database version was created by grabbing the HTML pages
which are laid out in tables and parsing them as delimited files.  Filtering
for fulltext and excluding licensed material (there's an obvious flag) would
provide the kind of subset for which you are searching.
