[WEB4LIB] Phoenix 0.4 hits the trail

Redesigned to do what? Isn't regular Mozilla cross-platform? What's the advantage of the XUL interface language?
Can't find any of these answers on the project page. Maybe it's one of these things that if you have to ask then you probably won't get it, anyway.
