Proxy access to port 210 for Z39.50

We have a large group of EndNote users on campus.  They are starting to
push for more access from off campus to our subscription databases whose
access is controlled by IP address verification.  We use a variation
on a squid proxy for html access.  Has anyone used a proxy to provide
Z39.50 access for applications such as EndNote?
