[WEB4LIB] XML server for Windows and IIE

A quick search on the M$ site found this:

And with it, front and center, is this link:

A 5 meg downloadable XML installer file you can find on the right
hand side of the screen. Don't let the sp1 fool you, I'm pretty
sure it is a full package.
