Redirect Site?

About a year ago, we went from being a subdomain under our library system
to registering our own domain. The physical location of our site also
changed to our ISP. I redirected the index page to our new site and went
on thinking all was right with the world. I also work with our library
system and was testing web log analysis software this week. I printed off
the log results since the beginning of 2002 and found that there were 647
hits to the old index page which is fine as it means that these people
would be directed to the new site. I didn't worry about deleting the rest
of the files. But, there were also people still trying to access random
pages, meaning they won't be redirected. Now, is there a way to redirect
the entire site without having to go and change code on all the pages? Can
I get them all to the new site somehow without a huge fuss? The old
webserver is NT 4 running IIS 4. Any ideas would be appreciated.
