Using NT4/SP6a, I set this Registry key to read only:

HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main

The "Start Page" value controls what IE uses as its home page, and it's
possible for this to be changed if you merely block access to the menu options.
