Susan,
you might like to take a look at Request Tracker. It's a web-based
ticketing system (the name says it all) we are using in conjunction with
email accounts for multiple purposes (computing help, interlibrary loan
requests, etc). I think it would meet your needs mentioned below quite nicely.
