You can do that with just the Squid proxy/cache (www.squid-cache.org), 
without any filtering software.  You can configure it to allow only addresses 
listed in a text file, and when you want to add more just edit the file.  We 
do that here to limit a couple of workstations to the PA POWER Library 
websites.  If you need directions, just email me off-list.
