[WEB4LIB] Database Use Disclaimers

Users can and do call for passwords.
Also, we are a Govt. Depository, and  so give access to some of our
collection to the non-affiliated. Plus, the community wanders in.
But yes, I have thought a sign in the public area might be sufficient.

Anyone else?
